I use a weekly tracker of all our sales reps' call rates, conditionally formatting the call rate averages in a traffic light system of red, amber, green depending on if weekly targets are met. Halfway through the year, the target call rate went up from 3 to 4 mid year. How do i change the conditional formatting from the point where the new call rate has changed? When i highlight the 'new' area, the formatting still changes the colours for the whole data table. Is it possible to have formatting for 2 sets of data?

How to change case of text in Excel?
Use =UPPER() for upper case, =LOWER() for lower case, and =PROPER() for proper case. PROPER won't capitalize second c in Mccartney
Yes it's possible to apply different conditional formatting rules to different ranges. You should be able to edit the existing rule for the cells in the 'new' area.
