Conditional Formatting of a stacked chart that adds YTD totals

Trying to Conditional format a Stacked graph for a YTD total. Sample data is below:

The above table will only graph either the "Above AOP" or the "Below AOP", but not the Total YTD. (See graph below:


Is there a solution that will conditional format "ACT" where any "Actual" YTD total value above the YTD target is "Red" and below is "Green"?
