Conditional formatting not working.

I am trying to format cells based on a calculated percentage. It's a very simple calculation, =K2/J2 which produces a % value. When I apply a conditional formula, of any kind, it only recognized the data as the most complete value in the condition, i.e., 100%.

I've done some simple test formulas against the data to make sure it's a valid % number, and they all work just fine, like >, or = to tests.

I cant paste a screen shot of the conditional formula box, but for example, using a 3 color scale, default values, all types as percentage, it does not matter if the value it is evaluating is 1 or 100, it's the dark green. I've tried several styles/types of conditional formats, they all behave the same. If I use a formula against it, the evaluations of the data is accurate, just not when using the conditional formula tool.

Instead of using the Color Scale option, can you try the formula option, and see if that works?
i.e. to check to see if a percentage is between 50% and 75%, the CF formula would look like:
