Conditional formatting not working in some cells

I am using Excel 2007. I have a worksheet that has 5 rows that repeat. 4 of them are for input and the fifth is a total. I am using the conditional formatting =IF(F29="","",+G29/F29) to avoid the #DIV/0! display before data is entered. It worked fine when I set up the first 31 rows. When I copied them to increased the size of the worksheet 1 row now displays the #DIV/0! (every fifth row), this is the row that totals the 4 above. I can find no errors in cell references. If I enter a number in one of the 4 (column F) cells to be summed the #DIV/0! goes away but the cell with the conditional formatting for that row shows #VALUE ! because it is dividing the value into 0.

Any thoughts or suggestions?

I should have grabbed the conditional formatting from the cells in question, my bad. Here is the formula from the first cell that has the #DIV/o! error, =IF(F39="","",+G39/F39). The cell that shows #VALUE ! when I put in a number in column F has this formula, =IF(F38="","",+G38/F38). With no numbers entered the cell in row 38 is blank but then the cell in row 39 shows the #DIV/0! error.

Are you sure you have empty cells in column F on the rows where you see the errors?

What conditional formatting (Format>Conditional formatting...) have you applied to the range?

Yes, the cells are all blank. I haven't applied any conditional formatting to the range, other than column N that has the percentage formula. Like I said earlier what I can't figure out is why this has worked everywhere else on this work sheet except for the 6 cells. In the first 5 occurrences of 5 rows the conditional formatting worked flawlessly. But when I copied and pasted to create 5 more occurrences this popped up. I have looked at it for quite a few hours to find any kind of difference and I simly cannot.
