Conditional Formatting Not Created

I have a pivot table in 2010 I'm using conditional formatting on. For most of the cells, the conditional formatting works as designed and I don't have any issues. On one of the rows of the pivot (call it Discount), I have the formatting apply to all of those rows in the pivot as the label repeats. What I'm trying to do is change the conditional formatting to one column of this row because it has new data that I want to call out differently. This is going to be a manual step as I can't differentiate the values.

My problem is that when I try to create a new formatting rule on this column for the same discount row, nothing happens. the rule is not created and nothing appears in the "manage rules" window. If I try to create a rule on another column for the same row, the rule appears and works fine. If I then take this newly created rule and modify it to apply to the actual column I want, Excel crashes. I've tried running the repair script in Win7 but nothing appears to be fixed. Any ideas?
