Conditional Formatting Not Applying

I have configured excel conditional formating as per in the picture and the cells are not highlighting as they should be. In this formating it should highlight four cells with red.

I then put " between the numbers and you can see in the 2nd picture cells are highlighting but the wrong cells? You can see 4.21 is highlighted?


I believe it has something to do with the 00.00 number format as I have no issues applying conditional formating to numbers with the format of 00 with no .


I have tried changing the cell format to text + number.

It is fairly basic formula.
can you have a look, cond formating - manage rules - this worksheet.

see if you range is correct. sometimes cond form creates new ranges, does not count from 1 etc. it has to be constantly monitored.
