Conditional Formatting - HELP!

Hi,

Im still a newbie when i comes to excel. I have a basic understanding of the functions but this one have stumped me

I have a spreadsheet that records the date that an action by my team is completed (Column B). They email 2 other departments for a response. When the receive the response the enter the date received in the respective column (Team 1 Column E and Team 2 Column F). The purpose of the conditional formatting is to firstly track outstanding replies but also to clearly identify when a department is working outside the agreed service level.

What i want to do is the cells in column E & F to change colour once 14days have passed since the date in column B. When a date is then added when the response is received I would like the cell text to change colour but only if it is outside the 14 days.

Select the cells you want to format (eg E2:F20) and use this formula
=AND(TODAY()-$B2>13,E2="")

for dates entered use
=E2-$B2>13
