Conditional formatting help needed

I have a spreadsheet where I would like to highlight multiple cells based on another matching cell. Can someone please help me with the conditional formatting? This is a screenshot of what I am trying to accomplish. I would like to highlight the matching numbers in $A$23:$E$23 and $A$1:$E$20 as red as I enter a number in $A$23:$E$23. I would like to highlight the matching numbers in $A$24:$E$24 and $A$1:$E$20 as blue as I enter a number in $A$24:$E$24. I would like to highlight the matching numbers in grey $A$25:$E$25 and $A$1:$E$20 as red as I enter a number in $A$25:$E$25.
