Conditional formatting for chart data labels

I have a bar chart showing the training metrics for 3 departments. The goal is 98%. Is there a way for excel to automatically make everything below 98% red and everything equal or above green? I've found a lot of sites recommending adding columns to your data set (if column A is below goal, show number, if above show error) and using that data to dictate color but that seems overly complicated (especially since I already have 3 data sets for my departments). A few places have instructions on setting up a custom number format but my translation (below) just removes the percent setting.
[red][<0.98]0%[green][>=0.98]0%,0

So, is a custom format possible and I'm writing it wrong or is my only option adding several new data sets?
