Conditional Formatting for cells with no data and dates that have passed.

I'm looking for a conditional format for Column R. I'm looking to fill the cells Red, that would be considered late and have no Updated Ship Date. The desired outcome would be pictured below. Thanks!

Amazing!! Thank you, is there a way to add to that formula that it would also only show red if there was data to the column to the left. I tried figuring this out with the formula you shared with me yesterday, but I was unable to figure it out.
