Conditional Formatting between times

I have date and on column E I have dates and times. I am wanting to conditional format on the times in this column, specifically between two times?

Can this be done?

So say if a time is between 08:00 and 12:00 then the column will turn blue, and or give me a figure in another column of the number it filters?

Please help
