Conditional Formatting based on OH

Hi, I'm trying to conditional format all values that are less than those in 5000

So if location 5000 has 8 units and locations 4000-9300 have less then highlight those locations (that don't have 0)

According to the explanation, the value 7 corresponding to MODEL "1000442287" and location "4000" should be highlighted. But the title of the question says this:

You could explain a little more and put other examples of what you want to highlight.
