Conditional formatting based on list

I know this should be easy but it's not working. Basically, I have a schedule for training with 30 minute time slots from 8 a.m. to 4:30 a.m.

In Column M, starting with M4:M15, I have a list of activities

B4 needs to have data validation with the contents of M4:M15 applying conditional formatting based on the following:

If $B$4 = "$M$4" then the background format is bright green
If $B$4 is between $M$5 and $M$9 then Light green
If $B$4 is between $M$10 and $M$12 then light blue
otherwise the background remains white.

I can get 2 out of 3 to work but the light blue comes up light green.
Any help would be greatly appreciated.

Format Green

Format Light Green

=(MATCH(B4,M4:M15,0)<=9)
Format Blue

=(MATCH(B4,M4:M15,0)>=10)
Format White

Order of these is important
