Conditional Formatting based on Hierarchies

Hi,

I have a workbook that has 6 columns named office, account, exchange, product, and then commision values.

Each row is a different commission scheme with not all fields filled out for each scheme; there is a hierarchy. IE lets say the scheme is set at the office level with commision levels of 30 and 40. Now at the exchange level there might be different commision values per a specific exchange but if not it defaults to the next up hierarchy. I would like to eliminate duplicate values (ie if a lower level in the hierarchy does the same thing as the higher level, it should be deleted). For example,

If the office level commisions are 123 and then the exchange level commisions are 123, the exchange level should be deleted.

The hierarchy is as follows:

Office
Account
Exchange
Product

Does anyone have a solution to this???? Please
