Conditional Formatting Automatically Converts to Fixed Cell Names

(Excel 2013) I want to stop conditional formatting from converting references to make them fixed (adding $s to the referenced cell name).

Example: I want to format A1 based on B1, A2 based on B2, C1 based on C2, ETC

I FORMAT CELL A1: Condition(B1="Finished") / Format(Green Font)
When I save this condition, Excel changes the formula to ($B$1="Finished")
I COPY THE CELL TO A2: The condition is still referencing $B$1, but I want it to reference B2.

Is there any setting to stop conditional formatting from adding the $s to the cell names?

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Here is the way to do it.

Highlight the whole range you want to apply the Conditional Formatting to (i.e. A1:A10), then write the Conditional Formatting formula as it applies to the first cell in your highlighted range (A1).
If you write the formula using your Absolute/Relative range references correctly, Excel is smart enough to know how to adjust the formula for all the other cells (much like when you use Absolute/Relative range references in Excel cells and copy to other cells).

First just try manually deleting out the $'s signs and then copy that cell and special paste formats down your whole range.

If that doesn't work (but it should), then try highlighting your whole range within column A, then apply conditional formatting to that whole range.
