Conditional formats getting messed up when del/clearing cells?!

Hi guys,
Hope someone can help me out here.
I have a spreadsheet which has conditional formats on it (A9:N9 and down rows below to A700:N700) where depending on what item is entered highlights that certain cells.
After awhile the items need to be removed from the spreadsheet, but the formats always get messed up for some reason.

e.g. if i removed the row A29 to N29 then moved the cells up to put it in order this would screw the conditional formatting up.

Is there a way to always have conditional formats in A9 to N9 and below always have the formats to stay as they are set up.

As you can see in the image the top format is correct (L9 to N700) but it appears again listed under L38 as an item was deleted from the spreadsheet. is there anyway to stop this in a VBA?

Excel Facts

Last used cell?
Press Ctrl+End to move to what Excel thinks is the last used cell.
you can use vba to correct it, delete the conditions and re add
