Conditional Formating Priority (Order) Changes when a sheet is copied

I've been having this problem for a while now, It is only an annoyance, But it starting to Drive me crazy.

I have made a Budget and this is the only thing I couldn't find out why and have not find any help anywhere. My Budget is setup so that for each Month there is a seperate sheet, So I keep a empty Sheet and copy it for each new month, Problem is that the order of my Conditional Formatting Changes and won't stay the same.

I have 2 table like these, and I do not know why, the other day after doing some changes here and there, 1 as decided to stick.

Does anybody know why? I though it was just a Bug, but since 1 of the 2 table does stick, I am not so certain anymore.

Excel Facts

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Nobody has ad a problem like this, Or maybe knows how the priority works under the hood?

Maybe a VBA will fix this? Or I will Just create a Macro that copies it and changes the priority.
