Conditional Formating of Bar Chart

I have my information in I have the Gantt chart set up the last bit of the puzzle is coloring the chart. I am need to have it this way: (using excel 2010)

If the bar below is smaller than the bar above then color.
If the bar below is greater than the bar above then color.

You can do this with multiple chart series and using IF and NA() functions.
