I have posted the spreadsheet below. (no macros)

I have a spread sheet that is used for billing out time. The times cannot overlap. So I have created conditional formatting to indicate that the times are overlapping. There is a bug somewhere that creates false positives shown in the picture.
=SUMPRODUCT(($B136<$C136:$C140)*($C136>$B136:$B140))>1
True= Red fill
