Conditional Format with a special condition

How would I write a Conditional Format formula to highlight the following condition
highlight the cell that is closest to A1 without going over but not all that are over A1

Cell A3 should be highlighted in this case

A1=935

A2=850
A3=900
A4=950
A5=1000

If I highlight A2:A5 and click on “Highlight if greater than A1”,
A4 an A5 will be highlighted
