Conditional format highlight set for 2 weeks from today (rolling)

Hopefully this is relatively simple one.

I have tools that get sent away for repair and that date is input into excel. What I would like is to be able to open the file and instantly see what tools have been away for 2 weeks or longer through a conditional row/cell highlight. But, if tools are returned the return date is entered and the conditional format changes or is removed. This document is opened daily.

Excel Facts

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
Let's say that sent out date is cell B1, and returned date is C1.
Then, I think you want a Conditional Formula like:

=AND(TODAY()-B1>14,C1="")
