Conditional Format for Cell Containing a specific character and less than 50%

I have a huge spreadsheet with test data. I want to conditionally format all cells that contain a + and are less than 50%. Anyone know the formula for that? So I would be color coding the cells that are the right answer, but less than 50% of students chose that answer.
