Conditional Format Cell, but cell has text and value

hello, i have a cell that reads "24% of calls made to Top Tier", the formula is =TEXT(VLOOKUP($B$3,'sample dashboard'!$D$4:$AD$116,4,FALSE),"0%")& " calls made to Top Tier"

i want to do a conditional formatting on this cell by comparing the value to another cell (red if below cell value/ green is higher) BUT with the text in the cell has well, how do I do it.... (also the formula to return the 24% is from a Vlookup ( so its not a specific cell)

cant figure this out maybe im over thinking it, please give suggestions. thanks

In the Conditional formating you will need to put

VLOOKUP($B$3,'sample dashboard'!$D$4:$AD$116,4,FALSE) < (Value to check against) Cell Colour Red
VLOOKUP($B$3,'sample dashboard'!$D$4:$AD$116,4,FALSE) >(Value to check against) Cell Colour Green
