Conditional decimal rounding

So I have a group of numbers that I would like to round based off the 4th decimal place. If the 4th decimal place is 5 or higher, I would like to round the 3rd decimal up. If the 4th decimal place is 4 or lower, I would like to round the 3rd decimal down. Below is a sample of my data. On the left is the original number and on the right is the output I hope to achieve.

Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
