Concatenate an array in VLOOKUP doesn't work

The following VLOOKUP() works OK - =VLOOKUP(M3,Data1,N4,0), even if the Data1 array is on another sheet

However if I want to define the array as either Data1 or Data2 I don't seem to be able do so by referring to cell A3 where the A3 cell contains either Data1 or Data2

as in =VLOOKUP(M3,A3,N4,0)

Ive tried using concatenate and & to put Data1 or Data2 together but nothing seems to work.

I hope you understand my problem
