computer date (short, long) vs excel date

Hi
My computer short date is dd/mm/yyyy and the long is mmmm-dd-yy
excel would accept date like this 13/1/2017.
So I am thinking excel will follow computer short date format, but not the long date format. Am I right?

If you check the date format of Excel, you'll find that some begin with an *. These will use computer's date setting. Those not beginning with an * are absolute date formats. They don't respond to the computer's setting.
