complex shift bid seeking help

I have a spreadsheet that has the name of the employee in cell column a3-a50 and all of the shifts that can be bid on listed in row b2 through say j2.

In row 1 i have the count of that particular shift that are available for the group of people. ( aka shift b2, it can be assigned twice so i have a 2) since some of the shifts have more than one available slot.

I am trying to build a formula that would assign a shift from b2-j2 based upon lowest average ranking of employees provided for b2-j2, basically seeking to achieve highest average choice for everyone across the whole bid.

Any thoughts or tips would be awesome as ive been stuck on for days....
