Complex IF formula

Hi everyone
i need help with creating a formula in the following instance..

If value of cell in the range of E2 through to E17 is between 100 and 139 then +1 in K2
but i also need the '1' in K2 to remain even after the values in E2-E17 have been deleted and if another value in the target range is made, the K2 should add another 1 every time.
any help will be great.
