Compile error: Can't find project or library

I have read several articles about this but they have not helped.

I had to wipe my computer because of what I thought was either driver issues or hardware issues. It turns out that it is a hardware issue.

After reinstalling, I cannot run any of my programs because I keep getting the same error. It cannot find Ucase in the project or library.

A full day waisted searching for a solution, Including uninstalling and reinstalling Office 365, twice!
