Comparing and Combining Two Worksheets

Hello Excel Wizards,

I am trying to extract two sheets of information based on column F (Vin) on sheet Echo and column H (Vin) on sheet Tango. If the cells inside these columns match I would like to paste in onto another sheet but if the column R on sheet Echo is empty I would like not to paste this information.

If those conditions are met, I'm trying to paste the highlighted cells onto the new worksheet.

Ps. I could not highlight so I put emojis.
