Compare only time between 2 Queries

I have Query for Time column , which is need to compare from Input Time (Comptime) query , Check Time is greater or lesser. I can performed this task easily in simple excel by IF formula.
Issue is that how can i do IF comparison between 2 queries.

I need to perform this task by power query.

As required result by IF formula as an example if time 6:40:00 AM could be any time
