Compare 2 sets of cells over different worksheets and return a value in a different cell

Hello,

Trying to get a value into sheet A from a cell in either sheet B or C where a cell on either sheet B or C equals a certain cell on sheet A.

I have linked the workbook to understand better. Comments are in the summary sheet in cells C13 & E13
