commad prompt question

I have a question on commad prompt.
I just learn how to use md name to create batch folder with .bat.

I would like to know, if this is possible.
I will have a bunch of file as data.

They will be named "ITEM number"_"What this is for".".pdf, .exc or .jpg"
eg, 123_rating.pdf, 123_line.pdf

They will be stored at its folder name as "ITEM number"
eg 123 will be the folder.

Is this something can be done by commad prompt?
