Combined Stacked Bar Chart

I am trying to make a stacked bar chart, but I can't seem to figure out how to move the data points around to get what I want. I have 5 sets of data like the two below (A:F and G:L):

Ultimately, I want to have 5 stacked bars, one for each state, consisting of the 5 counties with their respective % (% of Total Mailed) of the total (Total Mailed). With the 100% of the chart being the Total Mailed. I can get different variations of what I want, but not exactly what I am looking for.
 

Excel Facts

Quick Sum
Select a range of cells. The total appears in bottom right of Excel screen. Right-click total to add Max, Min, Count, Average.
I'm not sure what columns you want to stack:

I thought that might be how I needed to set it up, but I kept not wanting to do the table like that with blanks for some of the rows. Anyway, the boss went with a pie chart I think so thank you for the help.
well, the boss is the ultimate arbiter. But, there is ALOT of bias against PIE Charts these days. They take up a lot of space and don't really give much detail.
Of course, if you need to display the underlying data the stacked column 100% chart uses space up as well.
