combine freeze pane and cell input message

I am trying to combine a freeze pains with the input message feature. To start, I would like to freeze the top of a page. This I can do (Window > Freeze Panes) and I want information to appear on certain cells on the top of the page when you click on them. This I can also do (Data > Validation > Input Message). But I can’t get these to work in concert. When I freeze the panes the messages no longer appear in all of the cells above the freeze (They do still appear in the ones below it). Actually the drop down list does not appear either but it was not an issue in this particular case. How can I freeze the page and still have the messages appear? Any help would be greatly appreciated.
