Combination of data based on loop

Hello, I have searched the boards for what seems like hours and I can not find anything to help me.

I need to group 3 columns of data. The first 2 columns (group number and store number) must stay paired (they are a required combination) but I need to create the 3rd column to loop through a list of Item numbers and create a 3rd column of code numbers paired with the first 2 columns and then go back to the list of group numbers and store numbers and repeat (loop) the process through the entire list of Group & Store numbers.

Here is an example of what I am needing. The output needs to be in 3 separate columns.

Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
