colour change as per target achievement

DEAR EXPERTS

I want the achievement cell colour changes as per target acheive on cell I5 to I15, target detail at H5 to h15

You can set up a custom rule for Conditional formating that decide the format based on another cell.
For example you select I5:I15 and click "Conditional formating"
Now you choose to enter a "New rule..." and set up your own rule for when the cells are formated.
Then you enter the rule. For example: =$I5>=$H5

The rule should be formulated in a way that it can evaluate TRUE or FALSE for the first cell in the choosen range then be copied down through the whole range.
