What link are you using? All of the links to it that I know of (FAQ, recommended addins thread, bottom of the page) are all working.
 
The link at the bottom of the page, when I click on it I get a page cannot be displayed message.

Seems to be working perfectly for me (in both IE and Firefox). No clue what to tell you about that, sorry.

Though if you go to the recommended addins or HTML Maker FAQ threads, you should find an alternate download link.
