I made a chart with two axis. I need to actually switch the axis so that Cum % is on the right side of the chart and dollars is on the left. Right now Cum % is on the left and dollars is on the right. How do I make this change? Seems like it would be easy but I am not having any luck

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
With Excel 2013 and later, select one of the chart series and bring up the right-click menu (or press the menu button if your keyboard has that key). Choose "Change Series Chart Type...". Toggle the two check-boxes under Secondary Axis in the bottom-right pane of the pop-up window. That should do it.

You should also be able to change the axis of a series from the formatting option panes of any version of Excel from 2007 onward. It's a series option, not a chart or axis formatting option.
