I very, very much doubt anyone will just be able to (or necessarily want to) give you code for a payroll system.

Payroll systems can range from the basic to the highly complex and any code that someone might give you would be very unlikely to meet your needs.

Are you expecting someone to come up with something that will do all the calculations, initialise payments, produce documents, comply with statutory reporting and all the other bells and whistles that you would require? Are you going to be prepared to check the code to ensure it is compliant with tax laws etc?

I'm not sure you realise how much you are asking.
