Clicking on excel file, opens excel, but not file clicked on

Clicking on excel file, opens excel, but not file clicked on
I have excel 2016. When I see an excel file in windows file manager, and click on it,
It will open excel, but not the file. I then have to do a file open and fined the file
to open.
I know this is a real simple one, How do I set up in excel 2016 to where I double click on
an excel file, it opens up "in excel"

Excel Facts

Select all contiguous cells
Pressing Ctrl+* (asterisk) will select the "current region" - all contiguous cells in all directions.
I have already done the below, it did not help: (These steps are for win 8 I am on windows 10)

On the Start screen, type Control Panel.
Click or tap Control Panel.
Click Default Programs, and then click Set your default programs.
Click Excel, and then click Choose default for this program.
On the Set Program Associations screen, click Select All, and then click Save.

Also have done, below, it did not help:


Open Excel from the Windows Start menu
Open the Excel options:
Office 2007: Office Button Office Button → Excel Options
Office 2010, 2013 and 2016: File → Options
Go to Advanced → General
Make sure that Ignore other applications that use Dynamic Data Exchange (DDE) is not checked
