Click / Change Event on Userform Listbox fires more than once.

This is a known problem in Excel but Microsoft haven't picked up on the fact that it causes many developers much anguish and really needs to be fixed.

Does anybody know a foolproof way of avoiding it?

I want, in this instance, to load another Userform when an item in the listbox is click

The Userform loads and when it is unloaded it is loaded again.

Excel Facts

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
This is a known problem in Excel
It might be but you haven't given anywhere near enough detail for us to comment on that. It should be perfectly possible to do what you've described without problems, so I suspect there is a lot more going on.
