Will the fill handle fill 1, 2, 3?
Yes! Type 1 in a cell. Hold down Ctrl while you drag the fill handle.
You would have to supply additional details, right now all you would have to do is go to the cell that =1 and make it =0

I have a worksheet that has site code in column "F" and the software brings over 1, I need to change the value of all the cells in column "F" that has a "1" to a "00".

I believe you would require to set the cell format to text first.
