Checking if Macros are enabled

What is the best way to check if someone has Macros disabled and what is the best way to walk them through Enabling Macros if they happen to be disabled.

Preferable using VBA Workbook_Open()

In Workbook_Open(), pop up a message box saying, "If you can't see this, you need to enable macros as follows...".
