Check Range Show Error if Missing then move on

My problem is I have a number of reports and I have a macro that goes through each report and extracts data from each as needed, these reports however are made by separate individuals while most of the formatting is the same in each the first 4 rows of information is sometimes scatter within the range.

I was wondering if anyone could help me, with finding a way to check within the range for each of the elements to be in the correct spots if they are not then show an error message explaining what info is in the wrong place then move on to the next report.

I have attached a picture of how the info should look and one of the previous reports that the info was scattered/missing any help would be greatly appreciated.
