I asked this on Google but have gotten tired of my results because they are mostly outdated, like for XP or Win7, or older version of XL, etc. I understand that this may require going to the Control Panel but the references were too old for my Win10 machine.

I just want to be able to read my comments, the default font in 9!

Excel Facts

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
For Windows 10 try
Control Panel -> Display -> Change only the text size drop-down & choose Tooltips. Set the size you want -> Apply
The setting will only apply to new comments, not existing ones, I believe.

Thanks, that's what I was looking for, just couldn't figure it for Win10!
