Cell Reference in a different tab

I have a formula, "=IF(phases!C5="IN","IN","OUT")", in a different tab that asks for data from the "phases" tab. However, when I have to filter or sort the "phases" tab data, the data that was in cell C5 moves to another cell but the formula in the other tab keeps the "phases" tab cell reference as C5, it does not adjust the cell reference to follow the original data. I need the formula to follow the data, not keep the same cell reference after a sort is made.

Any suggestions?

Maybe create a new column that has an identifier (such as an OriginalSortOrder) on the phases sheet,
Then your formula would need to be changed to do a VLookup to find the OriginalSortOrder row, then check the C column for IN.
