=Cell("Protect",B1) - Need Formula to Update Result When B1 Format is Changed

I'm trying to use this formula as an error flag to remind end users who are posting data into a protected worksheet, that their source data was not unlocked before pasting it in.

The formula is simple and seems to be a good fit but if the format of B1 is changed, the formula result does not update unless I press f9 or hit F2 in the formula and enter.

My calculation is set to Automatic but changing the format does not create an event to trigger a recalculation. I'm looking for a way to force this formula to update when the format of B1 is changed.
