Cell Formatting

I am working in a spreadsheet, and for some reason, I cannot format two cells. The cells are not protected; I have tried shortcut buttons, drop down menus, etc. I haven't seen this problem before. Can anyone advise?

What happens when you try to format the cells? And what format(s) are you trying to apply?
