I am looking at the following in Cell D1.

Surveying Services shall be provided for the following scopes:
- Sitework and grades
- Set demo removal limits
- Centerline control points
- Benchmarks

So, it appears there is some kind of formatting going on that allows these line items to drop down a line each time. or some sort of key stroke like hitting enter in WORD. The WRAP TEXT function is on also.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
Probably has linefeed characters Char(10) in there.

...or some sort of key stroke like hitting enter in WORD.
You can move down to the next line within a cell by placing a Line Feed character... CHAR(10) as Fluff mentioned. You can enter that character manually by pressing the ALT key and, while it is down, pressing the Enter key.
